Remote consultation terms and conditions
Service provider
The remote-consultation portal is provided by SIA “LUC MEDICAL”, registration No. 41503049560, Rīgas iela 54A, Daugavpils, LV-5401, Latvia; info@klinikaluc.lv; +371 65444200.
Scope of service
The portal allows a patient to select a clinician and consultation type, book a time, pay, submit documents securely and receive consultation records. The clinician decides whether remote consultation is appropriate in each case and may recommend an in-person visit, tests or emergency care.
Booking and payment
The patient must provide accurate and current information before booking. An appointment is confirmed after successful payment or manual confirmation by the clinic. Paysera processes payments; confirmation timing may depend on the bank or payment service.
The consultation
At the scheduled time the patient must be reachable and have the device and connection required for the selected consultation type. The clinician may request additional information to verify identity or protect patient safety. Audio or video recording is permitted only with the prior agreement of every participant.
Cancellation, delay and refunds
Requests to cancel or reschedule should be sent to the clinic as early as possible. Refund eligibility is assessed according to the stage of service, applicable consumer and healthcare rules and the clinic’s cancellation procedure. If the clinic cannot provide the consultation, another time or a refund will be offered.
Medical limitations
A remote consultation does not replace physical examination, diagnostics or emergency care when medically necessary. The patient is responsible for providing complete information; incomplete information may limit the clinician’s assessment. Call 112 in an emergency.
Documents and patient responsibilities
Patients may upload only documents relevant to their care that they are entitled to disclose. Patients must protect their email account, one-time codes and active session, sign out on shared devices and promptly report suspected unauthorised access.
Liability and technical disruption
LUC MEDICAL takes reasonable measures to keep the service available and secure, but uninterrupted operation of the internet, patient devices or external services cannot be guaranteed. Nothing in these terms limits patient rights that cannot lawfully be limited under Latvian or EU law.
Privacy and disputes
Personal and health-data processing is described in the Privacy Notice. Please first send questions or complaints to info@klinikaluc.lv. Unresolved disputes are subject to Latvian law and the jurisdiction of the competent authorities or courts.
Buyer rights and obligations
Before purchase, the patient has the right to clear information about the service, price, clinician, time, cancellation and refund, to receive confirmation and a properly delivered service, and to submit a complaint. The patient must provide accurate information, pay on time, be reachable at the booked time, follow security instructions and not transfer account access to another person.
Seller rights and obligations
LUC MEDICAL may verify identity, refuse or stop a remote consultation when it is not medically safe or feasible, and receive payment for a properly delivered service. LUC MEDICAL must deliver the ordered service at the confirmed time and scope, protect patient data, notify material changes and apply the cancellation and refund procedure.
Service delivery, cancellation and refund — summary
The service is delivered at the booked time after payment or clinic confirmation. Free cancellation or rescheduling is available no later than 24 hours before the consultation. Later cancellation or non-attendance is normally non-refundable. If LUC MEDICAL cancels or a portal technical failure prevents delivery, another time or a full refund is offered. Verification of clinicians
Before a clinician is published and made bookable, LUC MEDICAL verifies current registration, the right to practise and the validity of the relevant specialty certificate in the Latvian Health Inspectorate public registers and clinic records. Consultations are not offered where the required right or certificate is not current.
Applicable law
These terms and conditions are drawn up and apply in accordance with the laws in force in the Republic of Latvia and directly applicable European Union law.
